a) Only the Council has authority to amend the Statutes and By-Laws.
b) The Statutes may be amended under the following conditions:
i. An amendment may be proposed in writing by a Member of the Council and addressed to the Secretary-General not less than eight months prior to the date of the next Council meeting at which the proposed amendment is to be considered. Such an amendment must be supported, in writing, by at least one other Council Member.
ii. Amendments may also be proposed by a member- of ISDE when, in their opinion, the existing By-Law hinders the effective participation of the ISDE member. Such an amendment shall be sent to the ISDE Secretariat who will judge if the proposed amendment has value to be forwarded to the Council for assessment.
iii. The Secretary General shall inform all Members of the Council of all proposed amendments at least six months prior to the date fixed for the meeting of the Council at which the proposed amendment(s) are to be considered.
c) The By-Laws may be amended under the following conditions:
i. At least 48 hours notice must be given to Council Members prior to discussing amendments at a Meeting of the Council.
ii. Amendments may be considered as approved by a simple majority vote of the Council members.
iii. Any amendment of a By-Law that contravenes existing ISDE Statutes shall not be accepted. If by lack of information, an amendment that contradicts existing ISDE Statutes is inadvertently approved by the Council, such an amendment shall be considered as void once it is demonstrated that it contradicts an existing Statutes.
